“Governor’s Residence Goes Green”
Governor Bill Ritter has made a few upgrades to the Governor’s Residence at the Boettcher Mansion. Last summer, two solar PV systems were installed, one on the Carriage House, the other on the Pump House. The Carriage House has a 7.4-kilowatt system that was installed by Namaste Solar Electric of Boulder. The 2.4-kilowatt system at the Pump House was installed by Bella Energy (formerly Sun Electric Systems) of Louisville. Together, the 9.8-kilowatt solar array produces 11,200 kilowatt-hours per year.

Last Friday the U.S. House of Representatives passed HR969 and HR2776.
HR969 is designed to create a national renewable portfolio standard (RPS) for electricity production, while HR2776 will extend through 2012 the tax credit for the production of electricity from renewable resources.
With the Senate version of the legislation already complete (but lacking an RPS or solar tax credit provisions), passage in the House leads to a conference committee stage in the fall and possible final passage of a reconciled bill in late October or early November.
The Bush Administration, however, was reported last week to be threatening a veto of the Energy Bill.

On December 9, 2006, the U.S. Senate approved the "Tax Relief and Health Care Act of 2006" by a vote 79-9, thereby
extending many of the tax credits that benefit the renewable energy industries. President Bush signed the bill
into law on December 20, 2006. This bill contains a 1-year extension of both the residential and commercial
30% solar investment tax credits (through 2008). The bill also includes a one-year extension of the federal
R&D tax credit and an additional $400 million for the Clean Renewable Energy Bonds through 2008.

Solar energy systems installed within Boulder city limits, after Thursday, Dec. 14, will be
eligible for a tax rebate. Boulder City Council approved an ordinance in November to provide
rebates for a portion of sales and use tax on both solar electric (photovoltaic) and solar
thermal (hot water) systems. The ordinance was passed to encourage residents and businesses to
install renewable energy systems in the city of Boulder. The end effect is a 15% rebate on the
Boulder City sales and use taxes paid on a solar PV system.

Xcel released a statement postponing the kick-off of their solar rebate program (which was previously expected to get an early
start in January 2006) to sometime in Q2 2006. All other issues are currently unchanged (i.e. rebate amount and retroactivity).
